NO Navisworks Freedom cannot export IFC — or anything else. It's a read-only viewer: open, look, measure, step through viewpoints. To get an IFC out of an NWD, convert the file directly with a standalone tool like Veksle.
Freedom lets you see the model for free. What it won't do is let you get anything out of it.
What Freedom can and can't do
Navisworks Freedom opens NWD, NWC and IFC for viewing — orbit, section, measure, read properties, walk saved viewpoints. That's the whole feature set. It has no export of any kind: no IFC, no DWG, no data, no scripting, no batch. One person, one screen, and nothing leaves.
So if you were sent an NWD and you're using Freedom to open it, you can look at it — but you can't turn it into an IFC from there.
What does get you an IFC
A converter that reads the NWD itself. Veksle takes the .nwd (or .nwc) and writes IFC4 — in the browser, no Autodesk software, no licence. It's the extraction step Freedom deliberately doesn't include.

How do I convert an NWD to IFC without Freedom?
Upload it to a standalone converter like Veksle — it reads the NWD and writes IFC4 in the browser, no Navisworks needed.
